After the early signs of rebounding seen in Q3 2015, the Georgian Business Confidence Index (BCI) has lost 3 points (on [-100/100 scale])1 on the weakening of business expectations.
Having soared more than 30 points in the previous quarter, Q4 expectations are more in line with the actual business performance in July, August, and September, in which about 50% out of the 207 companies surveyed reported lower sales, turnover, or production numbers. Having lost 18 index points in one quarter – a sharp decline! – The lowering of business expectations brought about a small and hopefully temporary downturn in the overall Q4 2015 BCI.
As can be seen from the chart below, the decrease in business confidence was not apparent in all sectors of the economy. Unsurprisingly, because of the harvest, the agriculture sector’s outlook improved. The manufacturing sector also offered an encouraging signal from Q4, with the sector irreversibly recovering from the shock of the lari depreciation.

For the fourth quarter of 2025, business confidence in Georgia increased (by 9.0 index points) and reached 7.5. The highest increase in business confidence is observed in the agriculture (21.1) and construction (18.5) sectors. The positive change in BCI for Q4 2025 was driven by optimistic expectations as well as increased past performance.

For the third quarter of 2025, business confidence in Georgia decreased slightly (by 0.2 index points) and reached -1.5. The highest decrease in business confidence is observed in the financial (-19.5) sector. The negative change in BCI for Q3 2025 was driven by pessimistic expectations as well as slightly decreased past performance.

For the second quarter of 2025, business confidence in Georgia increased (by 3.6 index points) and reached -1.3. The highest increase in business confidence is observed in the manufacturing (+10.0) sector. The positive change in BCI for Q2 2025 was driven by optimistic expectations as well as slightly increased past performance.

For the first quarter of 2025, business confidence in Georgia decreased (by 8.8 index points) and reached -5.0. The highest decrease in business confidence is observed in the service (-21.5) sector. The negative change in BCI for Q1 2025 was driven by decreased past performance as well as pessimistic expectations.

For the fourth quarter of 2024, business confidence in Georgia decreased (by 9.7 index points) and reached 3.8. The highest decrease in business confidence is observed in the finance (-22.1) sector. The negative change in BCI for Q4 2024 was driven by decreased past performance as well as less optimistic expectations.
