On Wednesday, May 18 Hans Timmer, Chief Economist of Europe and Central Asia (ECA) at the World Bank, paid a visit to ISET. He delivered a presentation entitled “Economic Outlook for the South Caucasus”, transmitting the idea that the countries of Europe and Central Asia (ECA), including Georgia, are transitioning to a situation – against the backdrop of a weakening global economy and volatility in international financial markets – which is called 'New Normal' and is characterized by the slow trend growth of global trade, low commodity prices, and less abundant availability of international liquidity.

ეს სტატია უაღრესად ტექნიკურ თემაზეა. თავიდანვე რომ არ დავკარგოთ ძვირფასი მკითხველი, ნება მოგვეცით, სტატიას წავუმძღვაროთ მონტესკიეს ცნობილი დოქტრინა: Les lois inutiles affaiblissent les lois nécessaires – „უსარგებლო კანონები ასუსტებს საჭირო კანონებს“. ეს პრინციპი ყოველთვის უნდა გაითვალისწინონ კანონმდებლებმა და პოლიტიკოსებმა. თუ რეგულაცია არ არის სასარგებლო, უნდა მოვიშოროთ თავიდან. ბევრმა ჭკვიანმა ქართველმა მიმართა ამ პრინციპს. მაგალითად, კახა ბენდუქიძეს ხშირად აქებენ ქართული კანონმდებლობიდან ბევრი უსარგებლო კანონის ამოღებისთვის.

We continue to track the success of our graduates and would like to congratulate Ivane Pirveli from ISET class 2011 on his latest achievement. Currently serving as Deputy Head of the Gas Department at the Georgian National Energy and Water Supply Regulatory Commission (GNERC), Ivane had been recently offered a prestigious position of a Seconded National Expert on Georgian energy law with the Austria-based Energy Community Secretariat.

Regulations in the energy sector are there in order to ensure improvements in efficiency and service quality. They are essential because many actors in the energy sector of any country are state companies and/or natural monopolies for which efficiency and quality of service are somewhat foreign concepts.

The radicalization of Islam and the Russian-Turkish spat affect the security of the South Caucasus energy supply corridor and shed new light on the prospects of Russian-Georgian economic relations. The challenges and opportunities related to the new security threats were the main topics of discussion at a forum organized by the Caucasian House.
