Agricultural Anti-Crisis Plan Assessment

Agricultural and rural development play an important role in the country’s socio-economic development. The restrictions imposed during the pandemic have hindered spring agricultural works which have significantly worsened conditions for farmers and stalled their future potential. Consequently, the Georgian government developed an anti-crisis plan, “Caring for Farmers and Agriculture”, that was presented on 12 March. The proposal entails two forms of aid: direct assistance and sectoral support.

We live in a world where the production of a single good typically involves manufacturing inputs from many different countries around the globe. For example, a typical iPhone production takes place in as many as 7 countries, including the USA, Mongolia, Japan, Korea, Taiwan, China, and even Switzerland. This is what is known to economists as global value chains (GVC). The emergence of GVC more than two decades ago transformed the way economists think about countries’ comparative advantage and specialization in production.

Three main economic sectors contributing to climate change are: energy (61%), transport (20.1%), and agriculture (8.5%). Interestingly, 25% of human-induced greenhouse gas (GHG) emissions are caused by agriculture, forestry, and the change of land use. Within agriculture, the major contributor is the livestock sector, accounting for 44% of human-induced methane (CH4), 53% of nitrous oxide (N2O), and 5% of carbon dioxide (CO2) emissions.
