On February 4th, ISET hosted politician and development expert Ad Melkert, who gave a presentation titled "Global Economic Governance: Past or Future?". At the beginning of the presentation, he talked about the post-WWI and WWII periods and the establishment of international organizations like the ILO, UN, IMF, WB, ECB, OECD, etc. He called these periods the “Promising Past”.

ISET Policy Institute was contracted by UNICEF to revise the Needs Index and upgrade it to reflect current reality. Ministry of Health, Labour and Social Affairs of Georgia, the Social Service Agency, and UNICEF are in the process of refining the social service protection system in Georgia to make it more child-sensitive.

Some Background on the Georgian PSA The present Population Situation Analysis (PSA) was carried out by the Country Office of UNFPA in Georgia, at the request of the Government Planning & Innovations Unit of the Administration of the Government of Georgia between late July and early November of 2014.

About 9 months ago, we were already discussing the oddities of egg prices in Georgia (“The Georgian Egg of Discord”, by Giorgi Kelbakiani and Eric Livny). At that time, huge volatility in egg prices could be explained by interesting political dynamics. Under the UNM government, local producers of eggs were largely protected from external competition through non-tariff import barriers, called by the ministry of agriculture a “complete violation of law and international agreements”.

The aim of the project was to revise the Needs Index Coefficients determined by an expert-normative method back in 2004, we will use “previous evaluation”, “previous estimation”, “old method” and other such phrases when referring to this earlier method.
