One issue on the tip of everyone’s tongue these days in Tbilisi—along with the August holidays and the risks of COVID-19—is the newly-rehabilitated Chavchavadze Avenue, which was recently reopened to traffic. Why is this issue so “popular”?
As a key finding in this year’s EPI-scoring, air quality keeps deteriorating human health in such a manner that it is considered as “…the leading environmental threat to public health” (EPI, 2018). The exposure of pollution and its particles from e.g. heavy traffic is a contributing factor. In Sweden, the transporting sector constitutes 1/3 of the total CO2 emissions.
On April 21, the Parliament of Georgia approved changes to the Road Traffic law introducing the so-called demerit points system (DPS) in Georgia. Under the DPS every driver will receive a reserve of 100 points. For each traffic violation, in addition to the monetary penalty, the points will be deducted from a 100 points “allowance”.
When I left Russia back in late 2006, attempting to cross a busy Moscow street bordered on suicide. Instead of slowing down before a zebra crossing, Russian drivers were in the habit of accelerating so as to signal their intention NOT to stop. Understandably, pedestrians had no choice but to adjust their street crossing strategies accordingly.
Recently, one of the authors of this article was crossing a street with a crowd of people at green pedestrian light close to Marjanishvili metro station, when a Mercedes was accelerating and heading towards the people, ignoring the red light, making the crowd splash in all directions. A police car was standing nearby, doing nothing.
