SME development reform assessment - Phase 1

Assessing the progress of the SME Development reform (henceforth "SME reform") relates to the activities that have been implemented and are planned in accordance with the SME Development Strategy of Georgia 2021-2025. The strategy aims to restore positive trends that were present prior to the onset of the pandemic and to support the continued growth of small and medium-sized enterprises.

The strategy covers the following seven priority directions:

  1. Improving legislative, institutional, and entrepreneurial environment;
  2. Promoting the development of entrepreneurial skills and raising the entrepreneurial culture of SMEs;
  3. Improving access to finance for SMEs;
  4. Promoting export growth, access to markets, and internationalization of SMEs;
  5. Promoting electronic communications, information technologies, innovation, and Research & Development for SMEs;
  6. Promoting the development of women entrepreneurship;
  7. Promoting the development of Green Economy for SMEs.

In collaboration with the Ministry of Economy and Sustainable Development of Georgia (MoESD), various key entities play important roles in the effective implementation of the Small and Medium-sized Enterprises (SME) Development Strategy. These entities include Enterprise Georgia, Georgia’s Innovation and Technology Agency (GITA), the Rural Development Agency, the Georgian Chamber of Commerce and Industry, the Ministry of Education and Science of Georgia, the Office of the Business Ombudsman of Georgia, Georgian National Competition Agency (GNCA), National Bank of Georgia (NBG), National Statistics Office of Georgia (Geostat), and several other relevant agencies.
