Launched in October 2022, WISE actively backs three organizations in the South Caucasus committed to combating gender-based violence and extremism. In line with this commitment, the ISET Policy Institute executed a Baseline Survey. The principal aim of this survey is to furnish crucial insights that will inform evidence-based programs, with a particular emphasis on those dedicated to implementing gender-transformative approaches.
The research aims to achieve three primary objectives: Firstly, through desk research, it provides an overview of gender issues in three countries. This involves an exploration of academic literature pertaining to the connections between gender-based violence (GBV) and violent extremism (VE), along with mapping relevant legislation. Secondly, a quantitative survey of the general public is conducted to gather data on the prevalence of GBV, as well as attitudes and behaviors associated with VE. This survey specifically targets key constituencies in campaign areas. Lastly, a qualitative study, involving consultations with program participants, is undertaken to analyze the survey data, comprehend contextual trends, and contribute insights that will shape monitoring indicators for gauging the program's progress in addressing GBV and VE.
The outcome aims to inform stakeholders, advance awareness, and guide future advocacy efforts against gender-based violence and violent extremism in the South Caucasus.
