Since the Uruguay Round of the World Trade Organization (WTO), which introduced agriculture to the GATT (General Agreement on Tariffs and Trade) negotiation table, there has been increasing policy interest and academic debate on food safety regulations and their effect on the agri-food trade. During the Uruguay Round, WTO members negotiated the Sanitary and Phytosanitary Standards (SPSs) in the “SPS Agreement” and the Technical Barriers to Trade (TBT) agreements, which share common principles and rules with all member countries (Mayeda, 2004).

Three main economic sectors contributing to climate change are: energy (61%), transport (20.1%), and agriculture (8.5%). Interestingly, 25% of human-induced greenhouse gas (GHG) emissions are caused by agriculture, forestry, and the change of land use. Within agriculture, the major contributor is the livestock sector, accounting for 44% of human-induced methane (CH4), 53% of nitrous oxide (N2O), and 5% of carbon dioxide (CO2) emissions.

Food Prices are on Fire

In November 2019, prices for food and non-alcoholic beverages, as measured by the Food Price Index (FPI), drastically increased by 13.4% compared to November 2018 and contributed 4.02 percentage points to the change in the total Consumer Price Index (CPI). In recent months, annual food inflation marked at its highest level since August 2011 (Figure 1).

The real GDP growth rate reached 5.7% y/y in October 2019. As a result, the estimated real GDP growth for the first ten months of 2019 was 5.1%. ISET-PI’s real GDP growth forecast for the fourth quarter of 2019 remains at 4.4%.
