In 1122, King David IV. reconquered Tbilisi from the Muslims. In those times, a bloodbath among the former oppressors would have been the logical consequence of such a victory. Leaders of the High Middle Ages took merciless revenge against their enemies once they had defeated them.

In the globalized world of today, increasing national competitiveness has become an important policy target for any country. While engaging in mutually beneficial trade, technological and cultural exchanges, countries find themselves in a race for scarce mobile resources such as financial capital and talent.

The purpose of this report is to take stock of the existing regionally disaggregated data and to identify disparities between the regions of Georgia. Few similar studies exist, with the major exceptions being the Diagnostic Report by the Task Force for Regional Development in Georgia (2009) and the Georgia Urbanization Review by the World Bank (2013).

The Georgian economy faces many challenges, not least of which is access to finance and the extremely high cost of financing private enterprises. With the cost of borrowing (real interest rate) reaching 17.3% on average in April 2013, businesses find it very difficult to function, let alone invest in innovative technologies, long-term growth, and development.

On 19 June ISET hosted Jacques Fleury, formerly the CEO of GGMW and currently the CEO of GWS and Director of JSC Château Mukhrani. The format of the meeting was very different from the typical seminars conducted at ISET. Mr. Fleury provided insights into doing business in Georgia since 1997 when he was asked to become the CEO and increase the value of one of Georgia’s most famous intangible assets – the popularity of the mineral water from the springs of the Borjomi valley.
