
The Georgian economy faces many challenges, not least of which is access to finance and the extremely high cost of financing private enterprises. With the cost of borrowing (real interest rate) reaching 17.3% on average in April 2013, businesses find it very difficult to function, let alone invest in innovative technologies, long-term growth, and development.

In Georgia, there is a clear policy trade-off between having smaller local self-government units (LSGs), which would be closer to voters and service users, and the higher overall costs of a larger number of LSGs. In November, 2012, the Georgian Ministry of Regional Development and Infrastructure (MRDI) began to design a major policy initiative to reform the existing system of sub-national government in Georgia.

Georgia’s current rank in the ease of “hiring and firing practices” and “redundancy costs” (weeks of salary an employer is required to pay a dismissed worker) is 9th and 13th, respectively (World Economic Forum’s Global Competitiveness Report, 2012-13).

Wages and productivity levels differ across countries. For instance, in 2011 the average yearly income in the US was about $53 000, whilst the same indicator was $250 in Madagascar.

The main goal of the study was to analyze the existing early learning models, relevant funding schemes, and potential funding strategies to expand preschool enrollment from the current 46%1 to universal coverage of 100%.
