Excise Tax Experiments with the Georgian Beer Industry

During the last 12 months, the Georgian authorities have been conducting interesting experiments designed, so it seems, to test the resilience of domestic beer producers. In September 2014, the industry was hit by Article 171 of the Civil Code, prohibiting alcohol consumption in public places. The beer market, 97% of which is supplied by local producers, has immediately shrunk by 22% (in physical volume, see chart), in annual terms.

Doing Business and Beyond

On October 8, ISET hosted Andreja Marusic, the World Bank’s Global Lead for Business Environment. Ms. Marusic delivered a presentation “Doing Business and Beyond”. The presentation covered a general overview and current international practices in business environment reforms as well as the important systemic issues of moving from ad-hoc business environment reforms (such as the Doing Business indicators centric reforms) to a more sustainable approach, including a focus on predictability, transparency, public consultation, and Regulatory Impact Assessment.

Strengthening the System of Parliamentary Democracy in Georgia

On October 7th, the head of the Agricultural Policy Research Center (APRC), Pati Mamardashvili, and researchers Lasha Lanchava and Irakli Kochlamazashvili attended a parliamentary discussion regarding the 2016 budget of the Ministry of Agriculture. This meeting was organized by the Economic Policy Research Center (EPRC) in the framework of the project "Strengthening the System of Parliamentary Democracy in Georgia".

Elites That don’t Compete

The Six Nations Championship is considered the “elite” rugby tournament of the Northern Hemisphere, matched only by another international “elite” tournament, simply called The Rugby Championship.

Panel Discussion on Subsidies in Energy Sector

On October 6th, ISET-PI research fellow, Levan Pavlenishvili of the Energy and Environment Policy Research Center, participated in a panel discussion organized by World Experience Georgia (WEG) at Ligamus Book shop of Ilia State University. The panel discussed Discussion subsidies in the energy sector and it was attended by representatives of academia and other sector stakeholders including WEG representatives Mr. Murman Margvelashvili and Mr. Giorgi Mukhigulishvili.
