Economic development of the municipalities (outside capital) is one of the key sustainable development challenges in Georgia. The capital city of Tbilisi, while accounting for nearly 1/3 of the country’s population generates 50% of GDP and keeps expanding, whereas the municipalities, with few exceptions, are losing population and suffering from high incidence of poverty, unemployment, and slow and weak economic development.

The project, Development of Methodology for Child-Rights-Based Budget Analysis, funded by UNICEF, aims to create a systematic approach for analyzing public budgets in Georgia through the lens of child rights. Its objective is to ensure that public financial decisions prioritize children’s needs, promote equity, and align with international standards such as the UN Convention on the Rights of the Child.

Regulatory impact assessment (RIA) on tourism local fee

This in-depth study seeks to quantify the costs and benefits associated with introducing a local tourism fee to support public services and touristic infrastructure in Georgian municipalities. Locally generated and retained fee revenues are one of the best methods for boosting local economies and maintaining tourist infrastructure. A tourism local tax and/or fee is an internationally accepted practice and is paid by non-residents when staying in local tourist accommodations and when receiving specialized services.

Regulatory Impact Assessment on High Mountainous Region Designation of Energy Development and Access

The Law of Georgia on Energy and Water Supply, adopted in December 2019, envisages certain general provisions concerning vulnerable customers. The Law states that the Georgian government and local government bodies, in consultation with other interested parties, shall develop special programs/measures/benefits to ensure the supply of electricity and natural gas for vulnerable customers.

Discussing Preliminary Results of RIA on Draft Law on Windbreaks

On December 10-11, ISET’s APRC team organized a comprehensive stakeholder dialogue to discuss the interim results of the RIA on draft Law on Windbreaks. The two-day workshop gathered representatives of the Agrarian Committee of the Parliament of Georgia, the Ministry of Environmental Protection and Agriculture, municipalities, the private sector (principally in the form of farmers), international donors (IFAD, GIZ), and various NGOs.
