Regulatory Impact Assessment (RIA) is a process of evidence-based policymaking, which helps in designing better regulations. This process creates evidence for political decision-makers on the advantages and disadvantages of proposed policies by assessing their potential impacts. The results are summarized and presented in the Regulatory Impact Assessment (RIA) report.
Regulatory Impact Assessment (RIA) is a process of evidence-based policymaking, which helps in complying with better regulatory principles and designing better regulations. RIA is a tool for transparency of the legislative process. The issue of RIA institutionalization has been a commitment envisaged in the international and national policy documents of Georgia.
The Government of Georgia (GoG) started the process of institutionalizing RIA as an integral part of policymaking almost a decade ago. These efforts culminated with the realization of Ordinance No. 35, Tbilisi, 17 January 2020 (“ordinance” from here on).
Georgia has not yet ratified the Convention, and its legislation does not contain the definition of worker with family responsibilities. However, the term is partially applied, both for employees of the private and of the public sector. Having family responsibilities is an important factor influencing the labour market outcomes of individuals of working age.
This policy brief summarizes the main findings of the Regulatory Impact Assessment (RIA) on the possible ratification of the International Labour Organization (ILO) Workers with Family Responsibilities Convention, 1981 (No. 156).
Adopted in 2000 by the International Labour Organization (ILO), the Maternity Protection Convention (C183) set the minimum standards that need to be implemented worldwide in order for pregnant women and working mothers to be adequately protected in the labour market. Since its adoption, 39 countries have ratified the Convention. Georgia, an ILO member since 1993, has not yet done so.
