Regulatory Impact Assessment (RIA) on Draft Law on Windbreaks

APRC conducted a Regulatory Impact Assessment (RIA) of the Draft Law on Windbreaks and provided recommendations on policy options for implementing proposed regulation in an inclusive and sustainable way. 

This RIA was commissioned by REC Caucasus and implemented with financial support from the IFAD in the framework of the AMMAR project.

Given that 80% of former Soviet time windbreaks were destroyed during the last few decades in Georgia, land erosion has increased and consequently, soil productivity has declined.

Agrarian Committee of the Parliament of Georgia developed the Draft Law on Windbreaks which aims at defining the legal basis for inventory/planning, registration, rehabilitation and development, management, and utilization of windbreaks.

The objective of the RIA is to evaluate the social, environmental, and economic impacts of the draft law by conducting cost-benefit analysis along with multi-criteria analysis. The research team applies the so-called “RIA+” methodology which takes into account Agenda 2030 principles and the impact of the proposed regulation on the achievement of Sustainable Development Goals (SDGs).

RIA will provide valuable information to policymakers and other stakeholders and thus contribute to evidence-based and accountable policymaking.
