On July 21, ISET Policy Institute (ISET-PI) held an online presentation 'Development of Indirect Impact Assessment Methodology and Multipliers'. The research study was implemented by ISET-PI in cooperation with the USAID Economic Security Program. The objective of this activity was first time in Georgia to develop output (revenue), employment, and investment multipliers for Georgian Economy. The multipliers will enable to assess the full-scale economic impacts of the various interventions implemented by the Government of Georgia (GoG), donors and other stakeholders. The objective of the conducted event was to present the methodology and findings of the work on Indirect Impact Assessment Multipliers to its main beneficiaries such as GoG and Think Tank organizations.
In a first for Georgia's education sector, the ISET MA Class of 2020 underwent its graduation ceremony entirely online. Guest speakers – including Minister of Education Mikheil Chkenkeli, ISET Governing Board Director Jean-Frederic Paulsen, and Deputy Swedish Ambassador Erik Illes – appeared over Zoom, followed by members of the Class of 2020 itself, and finishing with an address by Valedictorian Guram Lobzhanidze. Guram, though displaying the cheerful optimism that has become the mark of any ISETer, told the online audience that while he was under no illusions that the job market and economy had become unforgiving places, he had no doubt that the Class of 2020 would rise to the occasion and overcome the difficulties they will face. Their time at ISET has, of course, more than adequately prepared them for this.
The Regulatory Impact Assessment (RIA) has proved to be an effective policy-making tool, and has been integrated into policy and legislative processes in an increasing number of countries. Over the last few years, the Government of Georgia has embarked on the process of institutionalizing RIA as an integral part of policy-making. In coordination with other Donors, the USAID Good Governance Initiative (GGI) hired the ISET Policy Institute to provide support to the Ministry of Justice of Georgia (MOJ) in its efforts, culminating with the realization of the Government Decree on RIA (published on the 17th of January 2020).
Three ISET MA students have received need-based scholarships from the Policy and Management Consulting Group (PMCG), an international development consulting company and a long-time friend and partner of ISET. In order to qualify for the PMCG's assistance, students must demonstrate their need for financial aid, explaining their backgrounds and the reasons as to why they are unable to cover the tuition fees themselves. The impact of the grant can be life-changing, as one of the 2020 recipients, Tinatin Kebadze, explains: “I was very happy and grateful when I heard that I was selected as one of the recipients of the PMCG scholarship. This has lightened my financial burden and helped me to focus more on the most important aspects of learning. I think that it is a great option for everyone who is eager to study at ISET but cannot afford it. I would like to thank PMCG, which has given me more motivation to work hard and implement my future plans.”
